Clayton, Missouri Police issued an apology after its officers falsely accused ten Washington University students, all black, of not paying for their meals at an IHOP restaurant last month.

Chief Kevin Murphy said he does not believe it was a case of racial profiling, but he said officials are still looking into the incident.

"At the end of our review we'll determine if there's a teaching moment involved here," Murphy said.

The students were stopped by police for leaving the restaurant without paying. They were forced to walk back in, even though some of them had receipts. The restaurant manager said there were customers who left without paying, but they were not the students who were accused.
